From what I've heard over the years, the building and expansion of towns and / or settlements around mining sites and leases is severely restricted by all of the Mabo claims that have locked up the country.
This is not a criticism or comment on land rights ... simply a statement of fact.
People who own property in existing mining towns can make significant income from renting homes and rooms. It is all about supply and demand forces. New buildings cannot be established outside of existing boundaries because of the land claims.
My understanding is that this is not the fault of the mining companies.
In consultation with the unions they instigated the fly-in-fly-out concept so that workers could retain more of the incomes they earned from their work. Plus, the mining companies get access to labour.
